1989: Dawn of Freedom is a strategic board game that simulates the end of the Cold War in 1989 and the democratic revolutions that shook the Eastern Bloc. The two players take on the roles of the Communist regime or the Democratic movement, competing for influence across the six Warsaw Pact countries. The game portrays the political, social, and economic tensions that led to the fall of Communist regimes in Europe and the collapse of Soviet influence.

The game uses a card‑driven system, similar to Twilight Struggle, in which players alternate playing strategy cards for their action point values or historical events.
The Communist player controls the Eastern Bloc at the start of the game, while the Democrat attempts to expand civil society and dismantle the Communist regime. Players can use cards to gain influence (Support Points), trigger events, or advance on the Tiananmen Square track, which provides special bonuses.

Special scoring phases triggered by Scoring cards lead to conflicts where players compete using cards of different suits (Rally, Strike, March, Petition) as well as leader cards, continuing until one player cannot play a matching card. The winner gains influence and points.
Each year (round) consists of seven turns, and the game ends after 10 rounds, or earlier if a player achieves 20 victory points.

Influence is spread across cities and social groups (students, intellectuals, bureaucrats), adding extra depth to the Power Struggles.
